Accounting services foundations for the 2027 MTD shift
Explore accounting services foundations: how to define the market, interpret official evidence, segment customers and assess service models ahead of MTD.
England's accounting services market cannot be reduced to one reliable current number. Official sources measure different populations: registered businesses, establishments, industry turnover, professional-body members, tax agents and audit firms. These accounting services foundations are simple: keep those measures separate and connect them to specific customer problems.
The evidence in this guide was checked on 5 September 2026. Regulatory and tax material may apply across the UK, while some statistical sources combine the UK and Republic of Ireland or report only UK totals. Those boundaries must remain visible in any England-focused publication.
What to take away
- Keep ONS business counts, turnover and FRC membership figures separate because they measure different populations.
- Statutory audit and payroll processing carry distinct registration and competence requirements, so never bundle them into generic accounting.
- The 2027 Making Tax Digital cohort is not the same as an addressable England market for accounting services.
- Companies House software filing starts on 1 April 2028, so do not market a 2027 company filing deadline.
- Define what qualifies a directory listing, including services, customer groups and English regions covered.
Define accounting services precisely
UK SIC 2007 class 69.20 covers accounting, bookkeeping and auditing activities plus tax consultancy. It is a statistical classification, not a complete service menu and not a statement that every enterprise in the class may perform every activity.

A practical map separates:
- transaction recording and reconciliation;
- management reporting and cash information;
- payroll processing;
- accounts preparation;
- company and tax filings;
- tax compliance and advice;
- company secretarial support;
- outsourced finance operations;
- statutory audit;
- provider discovery, directory and referral services.
Some work overlaps, but responsibility, competence and regulation differ. Statutory audit should never be bundled into a generic "accounting" category without verifying the relevant registration and independence requirements. Likewise, payroll processing does not automatically imply tax-advisory competence.
For a directory, define what qualifies a listing. Decide whether it includes individual practitioners, firms, branches, online services or professional networks. State which services, customer groups and English regions the directory actually covers.
Build market size from compatible measures
The ONS UK business: activity, size and location release allows analysis by industry and geography. A researcher can extract enterprises or local units in England for the relevant edition and classification level.
Enterprise vs local unit

- Legal business
- Local unit
- Individual site
- VAT/PAYE
- Registered only
What it counts
- Enterprise
- One or more offices
- Local unit
- May serve remotely
- VAT/PAYE
- Misses self-employment
An enterprise and a local unit answer different questions. One legal enterprise may have several offices, while a remote practice might serve English customers without an English establishment. VAT and PAYE-based coverage also misses some unregistered self-employment. Always publish the unit, edition, geography, filters and rounding notes.
Industry turnover is another measure. An ONS freedom-of-information release provides Annual Business Survey turnover for accounting, auditing, bookkeeping and tax consultancy through 2022. The series is UK-wide and not current enough to be labelled the 2027 value of the England market.
Do not create an England turnover figure by scaling UK turnover using enterprise share. Firms differ in size, service mix, location, client geography and productivity. If a current dataset does not provide the required cross-section, report the limitation.
Interpret profession figures narrowly
The Financial Reporting Council's Key Facts and Trends in the Accountancy Profession 2025 reports information supplied by eight accountancy bodies. Its principal membership and student figures combine the UK and Republic of Ireland, and it separately examines participating firms that audit public-interest entities.
These figures describe the people and organisations in those stated populations. They are not the number of accounting service providers in England. A professional member might work in industry or the public sector; a practice can employ several members; some bookkeepers may not appear in the body totals.
Use FRC data to discuss the professional pipeline and regulated audit segment. Use ONS business data to explore industry structure. Present the two side by side only with separate labels.
Identify real customer groups
Accounting needs arise from business form, obligations, transaction complexity and decisions rather than a generic SME label. Useful segments include:
Customer segments and needs

|---|---|---|
| New sole trader | Records and tax orientation | What income, expenses and other activities exist? |
| Landlord | Property records and Income Tax process | Who owns each property and how is income shared? |
| Limited company | Accounts, Corporation Tax and company records | Which entity trades and when was it incorporated? |
| First employer | Payroll and employment-related records | Who works, on what basis and from which date? |
| Growing company | Controls, cash and management information | Which decisions lack reliable current figures? |
| Complex or regulated firm | Specialist reporting and assurance | Which rules, permissions and expertise apply? |
Do not infer eligibility or scope from one characteristic. Two retailers with similar turnover may have different systems, workers, stock, sales channels and overseas activity.
Interview customers using real recent tasks. Ask what triggered the search, which records existed, what outcome was needed and why alternatives failed. Include people who chose another provider, handled the work themselves or stopped looking.
Monitor the 2027 MTD demand event
HMRC's current Making Tax Digital for Income Tax guidance says qualifying sole traders and landlords above £30,000 based on the 2025 to 2026 tax return enter from 6 April 2027. Scope, qualifying-income calculations and exemptions must be checked against the live guidance.

- 2025-26 tax returnBasis for £30,000 threshold
The service involves digital records, compatible software and quarterly updates, with agent-specific preparation where an adviser acts. This creates several possible needs:
- determining whether the person is within the cohort;
- cleaning or restructuring records;
- selecting and configuring compatible software;
- establishing client and agent authorisation;
- preparing and reviewing updates;
- completing the later tax return work.
These are not automatically one package. A practice should state which tasks it performs, which decisions remain with the customer and which specialist questions require escalation.
Avoid counting the entire threshold cohort as an addressable England market. Some people will be outside England, exempt, already prepared, self-served or attached to another agent. Validate demand through eligible enquiries and completed diagnostic work.
Do not manufacture a 2027 company-filing deadline
Companies House says that all companies must use commercial software to file annual accounts from 1 April 2028. The current software-filing guidance states that the change was not introduced in April 2027.
Company filing software deadline
- 1 April 2028All companies must file accounts via software
- During 2027Practices can map clients and test software
During 2027, practices can map affected clients, check source data, evaluate software, test approval and acknowledgement, and plan accessible alternatives. They should not market the work by claiming a legal deadline one year too early.
Company and tax filing dates can differ. Engagement letters, workflow and customer reminders need to identify the relevant destination and deadline rather than using "year end" as one undifferentiated event.
Compare accounting service business models
A recurring bookkeeping subscription offers predictable cadence when volume, systems and exception handling are defined. It becomes fragile when poor records and clean-up are included without limits.

- Paid vs editorial
A compliance package can combine specified accounts and return tasks. The engagement should list filings, source records, client approval dates and exclusions. Fixed fees need an explicit response to additional entities, late information or changed activity.
Specialist tax work is often project based. Competence, evidence and scope matter more than a broad title. Define the transaction or tax question, assumptions, reliance, review and deliverable.
An outsourced finance model may join record processing, control, reporting and decision support. It needs named responsibility and a clear boundary around management decisions. A dashboard does not transfer the directors' or owner's duties to the provider.
A directory or referral platform has a different customer promise. It helps users discover or compare providers and may earn listing, introduction or affiliate revenue. Paid position must be distinguished from editorial selection. Listings should never imply that payment verifies competence, supervision or professional status.
Understand tax-agent expectations
The February 2026 HMRC standard for agents applies to its described population of agents dealing professionally with UK tax affairs. It covers themes including integrity, professional competence, contemporary records, correcting inaccuracies, information security and reasonable steps over third-party input.
HMRC makes clear that this standard does not replace law, guidance or professional duties. A practice must map every applicable requirement from its actual services and memberships.
Separate authorisation from registration. A customer may authorise an agent to act, while the agent business needs the appropriate accounts, registrations and service enrolments.
HMRC's professional tax-agent registration page explains the staged legal requirement affecting paid advisers who interact with HMRC for clients. Check the latest conditions and exceptions before launch or acquisition.
Establish money-laundering supervision before trading
HMRC's guide to money-laundering supervision for accountancy service providers includes accountants, professional bookkeepers, certain payroll agents and tax advisers within its service descriptions. It addresses services supplied virtually or through automation and explains when HMRC or a professional body may supervise.
The practice must identify the correct route for its circumstances. Do not assume that software delivery, a bookkeeping label or outsourced review removes the requirement. Document any exemption against every published condition and reassess when the business changes.
Supervision is only part of the control environment. Client acceptance, identity and ownership checks, risk assessment, monitoring, reporting, staff training and records need operational procedures and suitable review.
Price the work that actually occurs
Define a work unit before selecting a pricing model. It might be a transaction band, payroll run, company, filing, advisory project or month of managed finance work.
Cost the full delivery path:
Cost the full delivery path
- Customer qualification and acceptance
- Onboarding and prior-agent handover
- Routine processing
- Review and correction
- Software and secure storage
- Specialist escalation
- Deadline monitoring
- Insurance, supervision and training
A fixed fee can provide certainty when its assumptions and scope-change rules are explicit. Time charging may handle uncertain work but needs estimates and approval points. Project milestones should distinguish analysis, customer decisions and submission.
Measure write-offs and correction effort. High revenue with inadequate review capacity is not a healthy service model.
Launch with a controlled acceptance process
Before marketing, define the legal entity, service boundaries, customer profile, competence matrix, supervision, insurance, data handling and continuity plan. Prepare engagement terms that allocate records, approvals, deadlines and decisions.
At intake, verify identity and authority, understand the prior service, inspect record quality, check conflicts and confirm capacity. Do not promise a filing date until the team knows what information exists and what corrections are required.
Run the first offer with a small eligible group. Record:
- time by task and reviewer;
- missing or late customer information;
- corrections and reopened work;
- deadline margin;
- customer effort and accessibility needs;
- work outside scope;
- complaints, incidents and near misses;
- reasons for decline or withdrawal.
Review a full reporting cycle before scaling. If one person's memory is holding the process together, document and test the procedure first.
Evaluate commercial opportunities cautiously
MTD readiness, record repair, software migration, trade-specific bookkeeping, management reporting and outsourced finance can all become useful offers. Each requires a defined customer, evidence of a recurring problem and a repeatable delivery method.
Score an opportunity on reachable eligible customers, problem frequency, willingness to pay, acquisition cost, work unit, review load, exception risk and safe capacity. Separate regulation-driven urgency from lasting demand.
For example, record clean-up may generate attractive project fees but overwhelm experienced reviewers. Software transition may improve future efficiency while creating data-mapping and correction costs now. A niche service may reduce ambiguity but require specialist knowledge and concentration controls.
Set stop conditions before the pilot. Pause if the customer population falls outside competence, missing information makes deadlines unsafe, correction consumes the margin or the team cannot supervise automated work.
What to verify before publication or investment
Reopen every HMRC, Companies House, FRC and ONS page. Confirm the MTD cohort, dates and exemptions; tax-agent registration requirements; supervision route; company-filing timetable; statistical edition; and professional-data scope.
Have another researcher reproduce every extracted figure from the stored source. Mark estimates, revisions and series breaks. Obtain professional legal, tax, accounting and regulatory review wherever the article moves beyond describing official material.
An England-focused accounting service succeeds when its scope matches a real customer need, its people can perform and review the work, and its economics include exceptions. Market size provides context. Controlled delivery turns that context into a viable service.
Before you act
- State the unit, edition, geography and filters behind every market figure.
- Check live HMRC guidance for Making Tax Digital scope and qualifying income.
- Verify registration and independence requirements before offering statutory audit.
- Separate paid directory position from editorial selection in listings.
- Map affected clients and test software before the 2028 filing change.
- Label FRC profession figures separately from ONS business structure data.
Common questions
Why can't I use one number for the England accounting services market?
Official sources measure different populations, including registered businesses, establishments, industry turnover, professional-body members, tax agents and audit firms. The ONS turnover series is UK-wide and ends in 2022, so it cannot be labelled the 2027 value of the England market. Keep each measure separate and connected to specific customer problems.
Who enters Making Tax Digital for Income Tax from April 2027?
HMRC guidance says qualifying sole traders and landlords above £30,000, based on the 2025 to 2026 tax return, enter from 6 April 2027. Scope, qualifying-income calculations and exemptions must be checked against the live guidance. The service involves digital records, compatible software and quarterly updates, with agent-specific preparation where an adviser acts.
When must companies file annual accounts using commercial software?
Companies House says all companies must use commercial software to file annual accounts from 1 April 2028. The current software-filing guidance states the change was not introduced in April 2027. During 2027, practices can map affected clients, check source data, evaluate software, test approval and plan accessible alternatives.
